  TACOMA, Wash. - A teenager was shot to death in a high school hallway Wednesday as classes were about to resume after the winter break, and police arrested a fellow student found wandering a neighborhood a few blocks away, authorities said. Witnesses said the gunman fired three shots at point-blank range, splattering blood on lockers at Foss High School and setting off panic. Douglas Chanthabouly, 18, was booked for investigation of first-degree murder. Police said he had no criminal record. The medical examiner’s office identified the victim as Samnang Kok, 17.

  BERLIN -- When her water broke early on New Year's Eve, Julia Gotschlich was mainly thinking about the imminent birth of her second child. But she couldn't help worrying about family finances, too. She and her husband stood to lose out on more than $13,200 if the baby arrived before midnight, when Germany's generous new family benefits took effect - part of a government effort to raise one of the lowest birthrates in Europe.

  Births in Germany dropped 4 percent in 2005 from the previous year, according to figures from the Federal Statistics Agency, to around 690,000. That's the lowest since World War II and lagging even 1946, when 922,000 babies were born even as the country lay in ruins.

  A recent government study forecast that Germany's population will drop by as much as 16 percent by 2050, from the current 82.4 million to as little as 69 million. That could hurt the economy by sapping the work force - and undermine the state pension system. Facing such an alarming demographic trend, the German government has shaken up its financial assistance to parents in a bid to make it easier for working women to have children. The new "Elterngeld" - or "parent money" - program allows an adult who stops work after a child is born to continue to claim two-thirds of their net wage, up to a maximum $2,375 per month.   Would-be illegal immigrants planning to cross the desert and enter the United States on foot are to be given hand-held satellite devices by the Mexican authorities to ensure they arrive safely. Those who get lost or fall sick during the dangerous four-day crossing will be able to activate the device, to alert frontier police on both sides of the border. Texas -- A man is wanted on suspicion of shooting another man to death on Christmas Day. Harris County sheriff's deputies said Joel Medrano Sefuentes was killed in the 930 block of South Mason Road at about 5:30 p.m. Witnesses told officials that Humberto Atrian Vazquez shot Sefuentes in the chest after the two got into an argument. RLINGTON - Police issued an arrest warrant for Jesus Rodriguez, 22, in connection with the fatal stabbing of his brother-in-law on Christmas Eve. Police say Rodriguez got into a fight with Jesus Luna, 19, about 11:50 p.m. at the home of a friend. During the fight, Rodriguez pulled out a knife and is suspected of stabbing Luna several times, police said. Luna was taken to Medical Center of Arlington where he was pronounced dead. Police say around 5 a.m. Jesus Hernandez, 22, forced his way into an apartment and armed himself with two knives. He reportedly told Jorge Hernandez-Ramirez, 23, who was inside the apartment, that he was going to kill him. Hernandez-Ramirez and Tonya Bodda, 25, ran upstairs and barricaded themselves in a bedroom. Drunken illegal Mexican slaughters White American family
There are still a lot of questions about the suspected drunk driver who killed a woman and two of her children while driving under the influence on Christmas Eve. Carlos Prieto is in the Salt Lake County Jail. Prieto was booked into the Salt Lake County Jail on suspicion on vehicular homicide, driving under the influence, and driving without a license. Police arrested Prieto on Christmas Eve morning, when he ran a red light and broadsided a car carrying the Ceran family. Cheryl Ceran, her son, Ian, and daughter, Julianna, died. Gary Ceran and two other children survived. When police arrived at the scene, Prieto smelled strongly of alcohol and had glassy, bloodshot eyes. The Immigration and Customs Enforcement believes he is a Mexican national and here illegally. Houston Police Search For Mestizo Christmas Day Killer of White American
Investigators need help solving a 9-year-old Christmas Day killing. Houston police said Roger Stobaugh, 27, was killed when he interrupted a burglary at his home on Dec. 25, 1997. Stobaugh confronted one of the burglars in the back yard and was shot after a brief struggle. A second person arrested in connection with the incident identified Javier "Aguedo" Solis as the shooter, police said. A $5,000 reward was offered for information leading to Solis' arrest.
