Police arrest 6 after
carjacking slaying Saturday

A local pair charged in the
carjacking and slaying of a Shreveport woman targeted her at
random after staking out different locations in the city looking
for potential carjacking victims, investigators said Thursday.
Derrick D. Bouya, 21, and Aaron
C. Wilson, 17, have been booked with first-degree homicide,
felony theft and carjacking stemming from 48-year-old Vickie
Lynn McGraw's abduction and killing Saturday night, Caddo Sheriff
Steve Prator and his investigators announced at a morning news
conference.
In addition, the two suspects
are charged with unauthorized use of ATM and credit cards belonging
to McGraw, who was carjacked at Southern Oaks Apartments on
West 70th Street, sexually assaulted and finally driven to rural
southwest Caddo Parish and shot in the back of the head, the
investigation has found.
Bouya and Wilson of Shreveport's
Cedar Grove area face the stiffest charges of six suspects arrested
Wednesday through Thursday in the case, which marks at least
the fifth -- but only fatal -- carjacking in the city since
November.
The four others booked in the
McGraw case aren't charged with participating in her abduction
and killing but with alleged crimes committed afterward -- from
possessing her credit cards to having knowledge of, but not
reporting, her slaying.
The case is not related to the
earlier recent carjackings in which elderly couples were robbed
of cars outside their homes, then left behind as the culprits
drove away. A different set of suspects has been arrested in
those crimes committed in various parts of Shreveport.
McGraw had left her Highland
neighborhood residence to visit a friend when sheriff's investigators
-- citing statements they've obtained in the case -- claim Bouya
and Wilson accosted her just as she stepped out of her 1996
Chevy Blazer.
Investigators accuse those two
suspects of forcing the mother of two back into the Blazer while
armed with an assault rifle and small-caliber handgun. McGraw
was driven from Southern Oaks Apartments to an automated teller
machine on Hearne Avenue, where money was withdrawn from her
account, investigators said.
The sexual assault followed.
McGraw was finally driven to a stretch of state Highway 169
near Keithville, told to exit the Blazer and was then shot by
Wilson, investigators charge. A passerby spotted her body on
the shoulder of the road Sunday morning and notified the sheriff's
office.
McGraw was office manager for
Simpson & Associates Pools & Spas. Her survivors include
a husband, a son and daughter, two sisters and two brothers.
Investigators had only her body
and few leads until the use of McGraw's credit cards helped
focus the probe, they said. Investigators indicated witnesses
and at least some of the arrested suspects have given statements
in the case.
Based on those statements, investigators
claim Bouya and Wilson initially staked out the parking lot
of South Park Mall Saturday waiting for a vehicle to steal.
When that didn't pan out, the pair went to the Wal-Mart SuperCenter
in southeast Shreveport, discussed taking the car of a woman
they spotted there but noticed the vehicle's doors were locked
and abandoned the idea, investigators maintained.
The pair subsequently confronted
McGraw at the West 70th Street apartment complex, investigators
said.
Four others have been arrested
along with Bouya, of the 400 block of West 74th Street, and
Wilson, of the 400 block of West 75th.
The other Shreveporters:
Leon Bagley, 22, of the 2900
block of Marquette Street, charged with unauthorized use of
an access card, illegal possession of stolen things (credit
cards) and being a principal to first-degree homicide.
His brother, Jerome Bagley,
24, of the same address, charged with unauthorized use of
an access card and with being an accessory after the fact
to first-degree homicide.
Kevin D. Dodson, 19, of the
4200 block of Luther Court, charged with illegal possession
of stolen things (credit cards), unauthorized use of an access
card and accessory to felony theft.
Torius Scroggins, 19,of the
3900 block of Fairfax Avenue, charged with being a principal
to first-degree homicide and unauthorized use of an access
card.
Investigators allege Bouya and
Wilson left McGraw's body along Louisiana 169, returned to Shreveport
and picked up Leon Bagley and another person. Several bank withdrawals
were made using her bank card throughout Saturday night and,
on Sunday, the suspects, including Dodson, began using McGraw's
credit cards at local department stores and jewelry stores,
investigators said.
Scroggins is accused of using
the victim's bank card to withdraw cash from her account.
McGraw's Blazer was found abandoned
on Bernstein Avenue in Cedar Grove.
Prator praised the work of his
investigators, who followed leads around the clock toward making
arrests. His office had primary jurisdiction since McGraw was
killed outside Shreveport.
Prator also advised residents
to be aware of their surroundings when they are out and about,
to look around before getting out of their vehicles and, when
shopping, to park in lighted areas as close as possible to the
business they are patronizing.
"This case shows you can't be
too careful," Prator said.
Caddo District Court records
show Bouya was placed on two years' supervised probation in
May after pleading guilty to illegal possession of stolen things.
Wilson pleaded guilty in Caddo the same month to illegal carrying
of a weapon and received six months' supervised probation.
Jerome Bagley pleaded guilty
in January 1994 to illegal carrying of a weapon on school grounds.
He was placed on 18 months' supervised probation.

in 1957, he returned to the streets, where he sold marijuana and committed
rape. In "Soul on Ice," he would later write: "I started out by practicing
on black girls in the ghetto . . . where dark and vicious deeds appear
not as deviations from the norm, but as part of the sufficiency of
the Evil of a day -- and when I considered myself smooth enough
I crossed the tracks and sought out white prey . . . rape was an insurrectionary
act. It delighted me that I was defying and trampling upon the white
man's law, upon his system of values."
